French City Neuilly-Sur-Seine Will Launch Digital Voting Application On Tezos In September

Introduction

In collaboration with Electis, French city Neuilly-sur-Seine will launch digital voting application on Tezos in September. The voting app “Neuilly Vote” has been in development for several months and is now in the testing phase.

‘This will be the first municipal internet voting application that is secure, anonymous, and easy to use. Initially, and to complete the experiment, voters will be invited to vote each month on cultural programming proposals: choice of films for the cinema or choice of books purchased for the municipal media libraries.

In a second phase, the platform will be used for other more sensitive municipal projects: renovations, closing dates for public facilities, etc.’

The code for the “Neuilly Vote” app is open source and free to use by any other municipality. Neuilly-sur-Seine is the first city to use the app, but more could likely follow if the trial proves successful.

“When the democratic machine is broken, we have to question the political offer, but we also have to develop the tools. In the long term, for local and national elections, this simpler, faster solution that is accessible to all must be able to replace the traditional voting system.” – Jean-Christophe Fromantin, mayor of Neuilly-Sur-Seine

Gilles Mentré, co-founder of Electis, added:

“We are happy to deploy our solution for anonymous and verifiable voting in a city for the first time. The solution is very easy to use. Neuilly-sur-Seine is laying the first stone of a new citizen trust, and of a more inclusive and creative democracy.”

The app is based on the academic level work of Electis, who has been working on a Tezos-based voting application for a long time. Voting can now be done digitally and anonymous, while ensuring end-to-end verifiability. The Electis application has been successfully tested by 80 leading global universities.

“The adoption of Electis.app by students from more than 80 leading global universities confirms that the Electis.app e-voting solution meets the requirements of trust and usability for local governments, organizations, and non-profits across the globe. Powering the Electis.app are the Tezos blockchain and open-source SDK ElectionGuard.

The results of e-voting elections on the Electis.app are, for the first time, immutably recorded through a smart-contract on the Tezos blockchain, a decentralized, public blockchain that evolves by upgrading itself through on-chain governance, adding a further level of transparency and security to e-voting systems.”
